PNR Østersø-topmøde 12.-13. april

Statsminister Poul Nyrup Rasmussen er vært for det tredje topmøde mellem landene i Østersø regionen.

Det finder sted onsdag den 12. og torsdag den 13. april 2000 på Hotel Koldingfjord.

The Baltic Sea States’ Summits

The meetings of the Heads of Government in the Baltic Sea region have the role as the political superstructure of the Baltic Sea co-operation. They define the overall priorities and maintain the momentum of an increasing range of ongoing co-operative efforts in such diverse areas as trade and economy, environment, energy, culture, education, transport and labor market policy. The Kolding Summit, which follows the first summit held in Visby (1996) and the second held in Riga (1998), will be hosted by Danish Prime Minister Poul Nyrup Rasmussen and chaired by Norwegian Prime Minister Jens Stoltenberg.

Participants

Participating are the Heads of Government of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden, the President of the European Commission and the President of the European Council. Moreover the Norwegian Council of the Baltic Sea States presidency represented by Minister of Foreign Affairs Thorbjørn Jagland and the Danish Minister for Foreign Affairs Niels Helveg Petersen will be present.

Theme

The Kolding Summit is set against the backdrop of the coming enlargement of the European Union, and the elaboration and implementation of the action plan on the EUs Northern Dimension. The Heads of Government have the unique opportunity to set the course of the Baltic Sea co-operation for the first decade of the new millennium and define its role vis-à-vis the ongoing integration in Europe. Accordingly, the main theme chosen for this summit is Baltic Sea Co-operation and European Stability and Integration.

Agenda

Talks at the Summit will focus on three main areas. To begin with, Growth and Sustainable Development where emphasis will be on creating optimal conditions for sustainable growth to drive the transition process forward. Discussions will focus on intensified efforts to remove obstacles to trade and investment, and joint initiatives in the fields of energy, nuclear safety and environment.

Second, attention will be focused on Strengthening Regional and Sub-regional Co-operation, highlighting the role of regional fora in the development and implementation of the action plan on the Northern Dimension, and the role of sub-regional co-operation in carrying the transition process forward.

Third, Summit participants will discuss a range of humanitarian issues under the broad theme of Human Security, such as joint action to combat organised crime, sexual exploitation of children and the spread of diseases.

The conclusions of the deliberations will be summed up and presented in a joint media briefing by Prime Minister Nyrup Rasmussen and Prime Minister Stoltenberg immediately after the Summit closure at 13:00 on April 13th.
